Notification received by an NRTA member regarding a potentially explosive piece of legislature that has been proposed in Sacramento, California. There is a high probability that this ordinance proposal will spread to other counties in California if it succeeds in Sacramento. HIGHLIGHTS: All dogs and cats MUST be licensed; the fee for altered (spayed/neutered) animals is $15. The ordinance proposes mandated spay/neuter unless an owner holds an "unaltered license" with a $200 fee for each unaltered dog/cat. There is a reduced fee of $50 if a cat/dog is registered with listed associations and that cat or dog MUST participate in two show events per year; the owner MUST be a member of a breed club/organization and MUST provide written documentation to County/City Animal Control. All dogs and cats MUST wear a collar/tag. The fine for non-compliance of the unaltered licensing requirement is $300 per animal for the first violation and $500 for second or subsequent violation(s) for each animal. Feral cat groups are the ONLY exemption. The purpose of targeting and taxing breeders who provide pets for many who want pedigreed cats/purebred dogs is to finance a sterilization fund. This blatant taxation, along with many other provisions, would be detrimental to breeders of pedigreed dogs and cats.
